Comparative bullet-lead analysis as source attribution
Bullets with indistinguishable trace-element composition were treated as evidence that they were likely to have come from the same ammunition box, manufacturing batch, or closely shared source, allowing crime-scene bullets to be linked strongly to ammunition possessed by a suspect.

Elemental-composition measurement can distinguish some bullet-lead samples, but an analytical match cannot identify a particular ammunition box or manufacturing date. Different production sources can sometimes be compositionally indistinguishable, and the population and distribution frequencies needed for strong source probabilities were not known. The evidence can therefore support only a limited association, not highly specific source attribution.

The institutional error was not that elemental analysis measured nothing. It was that a real chemical comparison was sometimes translated into much stronger source claims than the manufacturing and statistical evidence could support, and those claims entered criminal investigations and trials through the FBI Laboratory.
How the consequences followed
The 2004 National Research Council review did not say that measuring trace elements was scientifically worthless. It found that the measurements could distinguish some samples, but that coincidentally indistinguishable lead compositions existed and the inferential language presented to courts needed to be sharply limited.
The FBI later explained to Congress that the analytical and laboratory parts of the method were considered sound, while the statistical interpretation could be overstated. The Bureau stopped conducting the examination in 2005 and undertook notification and case-review efforts.
